On April 16, 2026, the Official Gazette of the Federation (the “DOF”), published the agreement of the National Energy Commission (the “CNE”), issuing the “General administrative provisions for the integration of Electric Energy Storage Systems into the National Electric System.” (the “DACGs”).

On April 9, 2026, the Decree enacting the “Law to Promote Investment in Strategic Infrastructure for Development with Well-being (the “Law”) and amending and adding various provisions to the Federal Budget and Fiscal Responsibility Law” was published in the Official Gazette of the Federation (Diario Oficial de la Federación, the “DOF”).

On July 16, 2025, the decree amending the LDP and the General Population Act (“LGP”) was published in the Federal Official Gazette; these laws set forth the creation of the PUI as the central and mandatory technological tool for the search, location, and identification of missing persons.

On April 3, 2026, the National Energy Commission (Comisión Nacional de Energía, the “CNE”) published in the Official Gazette of the Federation (Diario Oficial de la Federación, the “DOF”) the “General Administrative Provisions establishing the criteria to be followed by the National Energy Control Center in the application of competitive mechanisms for the purchase of capacity, electricity, ancillary services, and other associated products aimed at ensuring the reliability of the National Electric System” (the “DACGs”).1 Meanwhile, on April 10, the National Energy Control Center (Centro Nacional de Control de Energía, the “CENACE”) published, through the Market Information System (“SIM”), the First Call for a Reliability Procurement Mechanism for the summers of 2026 and 2027, with reference number CENACE/DOPS/208/2026 (the “First Call”).

On April 3, 2026, several amendments to the Federal Law for the Protection of Industrial Property (LFPPI) were published in the Official Gazette of the Federation, entering into force on April 4, 2026.

On April 9, 2026, the Decree amending Article 141 of the Federal Tax Code was published in the Official Gazette of the Federation (DOF), which will enter into force the day following its publication.

During the first quarter of 2026, the Mexican Federal Government, through the Federal Electricity Commission (“CFE”), has driven several significant milestones for the development of Mexico’s electricity sector. Notable progress has been made on strategic transmission and transformation projects aimed at strengthening the National Transmission Grid (“NTG”), as well as the ongoing process of inviting private sector participation in joint development schemes with the CFE. This week, the Supreme Court of Justice of the Nation (SCJN) has definitively confirmed the Financial Intelligence Unit's (UIF) authority to freeze bank accounts without a prior court order, as well as the mechanism available for affected parties to challenge such measures. While the ruling does not modify the procedure introduced in the 2022 reform, it provides definitive constitucional backing to a mechanism that has long been contested.

On March 17, 2026, the “Resolution whereby the National Energy Commission issues the Model Agreement for interconnection, connection or both, to the National Transmission Grid or the General Distribution Networks for Power Plants, Electric Energy Storage Systems and Load Centers” (the “Model Contract”) was published in the Official Gazette of the Federation (Diario Oficial de la Federación or “DOF”), issued by the National Electricity Commission (Comisión Nacional de Electricidad or (“CNE”).
