The Board of the Commission in its session held on April 27, decided that the initial (March 23 to April 17) and the second (April 20 to April 30) suspension of terms will be extended. In this regard and effective as of May 6, all times and terms will be suspended until May 29, 2020, excepting those related to merger control procedures and the issuance of opinions or decisions in the granting of licenses, concessions, permits and similar procedures.

On April 27, 2020, the Plenary of the Federal Judiciary Council (“CJF”) issued the General Agreement 8/2020 (“Agreement 8/2020”) regarding the work structure that will be adopted by the Federal Judiciary during the period from May 6 to 31, 2020.

In order to promote liquidity and the orderly functioning of the Mexican financial system in the context of the complex economic situation resulting from the COVID-19 pandemic, on April 21, 2020, the Mexican Central Bank (Banco de México) (“Banxico”) issued a press release through which it announced: (i) cuts to the same-day Interbank Equilibrium Interest Rate (TIIE in Spanish) in the amount of 50 basis points, to the amount of 6%; and (ii) the implementation of additional measures, which amount to over 750 billion pesos in support and which comprise the following (the “Additional Measures”).

Today the U.S. Trade Representative notified the U.S. Congress that both Mexico and Canada had adopted the measures necessary to fulfill their commitments under the U.S.-Mexico-Canada Agreement (USMCA). With this, the United States became the third and last party to notify the others that it completed its internal procedures for the implementation of the USMCA, which will enter into force on July 1, 2020.

As we informed you in a timely manner, on April 21, 2020, the Ruling modifying the extraordinary actions for addressing the health emergency generated by the SARS-CoV2 (COVID-19) virus published on March 31, 2020, was published in the Official Federal Gazette, which included the extension of the suspension ruling until May 30, 2020.

Today a ruling was published in the Official Federal Gazette modifying the application of some of the extraordinary measures adopted by ruling of March 31, 2020.

The “Decree granting tax benefits to the indicated taxpayers” (“Decree”) was published in the morning edition of the Official Federal Gazette today, entering into force on the same day and remaining in effect until December 31, 2020.

On April 13, 2020, the Mexican Court of Administrative Justice (“TFJA”) issued the official communication SS/11/2020 by means of which it extended the suspension of terms and jurisdictional activities from April 20 to May 05, 2020. On April 17, 2020, said official communication was published in the Official Federal Gazette.

This past Friday, the Plenary of the Supreme Court of Justice of the Nation, in a private session, granted a second extension to the Congress of the Union to issue the new legislation in relation to cannabis, which expires on December 15, 2020, on which date the second ordinary period of sessions would conclude.

Today the Federal Ministry of Environment and Natural Resources ("SEMARNAT") published in the Official Federal Gazette the "Ruling indicating the days that will be considered as non-business days for administrative acts and procedures filed before the Federal Ministry of Environment and Natural Resources and its administrative-decentralized agencies, with exceptions for the indicated procedures and acts” ("Ruling").

Today the Federal Ministry of Energy ("SENER") published in the Official Federal Gazette the “Ruling that modifies the ruling establishing the suspension of time periods and legal terms in the Federal Ministry of Energy, as a preventive measure against the spread of the coronavirus COVID-19 pandemic” (“Ruling”).

Today, the “Ruling modifying the ruling that declares the suspension of the time periods in proceedings carried out before the National Hydrocarbons Commission (“CNH”)” (the “Ruling”), was published in the Official Federal Gazette (“DOF”).

As part of the measures implemented by the Federal Government in light of the health crisis generated by the SARS-CoV2 (COVID-19) virus, the public, private and social sectors are currently, and until April 30, 2020, required to suspend all their non-essential activities.

By announcement number 191, dated April 13, 2020, (“Announcement”) the Technical Board of the Mexican Social Security Institute (“IMSS”) informed the legal and administrative instruments to ease the due payment of social security dues.

In this regard, all terms will be suspended until April 30, 2020; furthermore, considering that May 1, 2 and 5 are holidays, the activities will restart on May 6, excepting those related to merger control procedures and the issuance of opinions or decisions in the granting of licenses, concessions, permits and similar procedures.

Due to the recent economic and health situation facing the country as a result of the pandemic caused by COVID-19, several States have announced and published certain administrative eases and tax incentives (“Measures”), as our firm anticipated on April 11 in the note that can be consulted here.

On April 9, the Mexican Energy Control Center ("CENACE") published in the Federal Official Gazette the "Agreement that modifies the first article of the Agreement establishing the suspension of terms and deadlines in acts and procedures filed before the Administrative Entities of the National Center of Energy Control, from Thursday, March 26 through Sunday, April 19, 2020” ("Agreement").

As a result of the health state of emergency declared on March 30th of this year for the COVID-19 virus, the Federal Government and various States of the Mexican Republic have announced the granting of economic aid and/or tax relief, some of which have been published in the official gazettes of the states, which are listed below:

By ruling issued on April 3, 2020, in the indirect amparo proceeding number 293/2020 processed before the Third District Court in the State of San Luis Potosi, it was determined to grant an injunction to a taxpayer.
