A. Award of Mixed Development Projects from the First Call

On February 6, 2026, the Federal Electricity Commission (the “CFE”) and the Ministry of Energy (“SENER”) published the First Call for Mixed Development Schemes (the “First Call”). The First Call for proposals aimed at the development, financing, construction, operation, and maintenance of renewable energy projects under the Mixed Investment model to meet certain capacity requirements in different regions of the country. In that context, on June 5, 2026, the CFE issued the corresponding award decision, through which it awarded a total of 37 projects to 31 private-sector developers.

We would like to inform you that on June 9, 2026, a decree was published in the Official Gazette of the Federation establishing administrative measures in connection with the opening match of the FIFA World Cup 2026 in Mexico City (the “Decree”).

We would like to inform you that on May 15, 2026, the Ministry of Internal Affairs, together with the Ministry of Foreign Affairs, amended the General Guidelines for the Issuance of Visas, which affect residence visas, including the Temporary Residence Visa for Remunerated Activities category.

On May 22, within the framework of the VIII Mexico–European Union Summit, held at the National Palace, Mexico and the European Union signed the Modernized Economic Partnership, Political Coordination and Cooperation Agreement between Mexico and the European Union —also referred to as the Modernized Global Agreement or MGA. During the same event, the parties also witnessed the signing of the Interim Trade Agreement and a letter of intent for the conduct of a political and strategic dialogue between Mexico and the European Union.

On May 11, 2026, the Ministry of Energy (“SENER”) published in the Official Gazette of the Federation (the “DOF”) the “SecondCall for the Priority Processing of Applications for Electricity Generation Permits and Interconnection to the National Electric System, Aligned with Binding Planning” (the “Second Call”), whose objectives, scope, and specifications can be viewed here.

On May 11, 2026, the Ministry of Energy (“SENER”) published in the Official Gazette of the Federation the “Second Call for the priority processing of applications for electricity generation permits and interconnection to the National Electric System, aligned with binding planning” (the “Second Call”).

We would like to inform you that on May 1, 2026, the Decree amending, adding, and repealing various provisions of the Federal Labor Law regarding the Reduction of the Workweek (the “Decree”) was published. This Decree represents one of the most significant reforms in labor culture in recent times, as it establishes that the maximum limits on the workweek will be progressively reduced the next few years years until reaching a maximum of 40 hours per week.

On April 16, 2026, a resolution issued by the Ministry of Energy (“SENER”) was published in the Official Gazette of the Federation (“DOF”), setting forth the “Guidelines for the Voluntary Migration of Independent Power Production Permits” (the “Guidelines”). 

On April 3, 2026, the National Energy Commission (Comisión Nacional de Energía, the “CNE”) published in the Official Gazette of the Federation (Diario Oficial de la Federación, the “DOF”) the “General Administrative Provisions establishing the criteria to be followed by the National Energy Control Center in the application of competitive mechanisms for the purchase of capacity, electricity, ancillary services, and other associated products aimed at ensuring the reliability of the National Electric System” (the “DACGs”).1 Meanwhile, on April 10, the National Energy Control Center (Centro Nacional de Control de Energía, the “CENACE”) published, through the Market Information System (“SIM”), the First Call for a Reliability Procurement Mechanism for the summers of 2026 and 2027, with reference number CENACE/DOPS/208/2026 (the “First Call”).

During the first quarter of 2026, the Mexican Federal Government, through the Federal Electricity Commission (“CFE”), has driven several significant milestones for the development of Mexico’s electricity sector. Notable progress has been made on strategic transmission and transformation projects aimed at strengthening the National Transmission Grid (“NTG”), as well as the ongoing process of inviting private sector participation in joint development schemes with the CFE. In this note, we analyze these developments, their main benefits and implications.

On March 17, 2026, the “Resolution whereby the National Energy Commission issues the Model Agreement for interconnection, connection or both, to the National Transmission Grid or the General Distribution Networks for Power Plants, Electric Energy Storage Systems and Load Centers” (the “Model Contract”) was published in the Official Gazette of the Federation (Diario Oficial de la Federación or “DOF”), issued by the National Electricity Commission (Comisión Nacional de Electricidad or (“CNE”).

On March 3, 2026, the Decree amending sections IV and XI of part “A” of article 123 of the Political Constitution of the United Mexican States in order to reduce the workweek (the “Decree”), was published in the evening edition of the Federal Official Gazette and entered into force on the day of its publication.

On January 20th, 2026, the new General Law on the Circular Economy (“LGEC”), as well as several reforms to the General Law on Ecological Balance and Environmental Protection (“LGEEPA”) and the General Law on Waste Prevention and Comprehensive Management (“LGPGIR”) entered into force to establish a clear legal framework that promotes a circular economy in Mexico.

The decree was approved by the House of Representatives (Camara de Diputados) on June 28, submitted to the Executive, and published today in the Official Gazette (DOF), entering into force the day following its publication.

This June 9, 2025, Administrative Resolution (Acuerdo) No. 77/2025 was published in the Official Gazette (DOF). Issued by the Ministry of Finance and Public Credit (SHCP), this Resolution introduces a set of administrative simplification and regulatory improvement measures that affect various procedures governed by the Federal Law for the Prevention and Identification of Transactions Involving Illicit Proceeds (LFPIORPI).
