We would like to inform you that on May 15, 2026, the Ministry of Internal Affairs, together with the Ministry of Foreign Affairs, amended the General Guidelines for the Issuance of Visas, which affect residence visas, including the Temporary Residence Visa for Remunerated Activities category.

On May 22, within the framework of the VIII Mexico–European Union Summit, held at the National Palace, Mexico and the European Union signed the Modernized Economic Partnership, Political Coordination and Cooperation Agreement between Mexico and the European Union —also referred to as the Modernized Global Agreement or MGA. During the same event, the parties also witnessed the signing of the Interim Trade Agreement and a letter of intent for the conduct of a political and strategic dialogue between Mexico and the European Union.

On May 11, 2026, the Ministry of Energy (“SENER”) published in the Official Gazette of the Federation (the “DOF”) the “SecondCall for the Priority Processing of Applications for Electricity Generation Permits and Interconnection to the National Electric System, Aligned with Binding Planning” (the “Second Call”), whose objectives, scope, and specifications can be viewed here.

On May 11, 2026, the Ministry of Energy (“SENER”) published in the Official Gazette of the Federation the “Second Call for the priority processing of applications for electricity generation permits and interconnection to the National Electric System, aligned with binding planning” (the “Second Call”).

On May 4, 2026, the White House Office of National Drug Control Policy released the National Drug Control Strategy 20261 (“NDCS 2026”), a document that sets forth the U.S. government’s comprehensive strategy to, among other things, address the synthetic drug crisis (particularly fentanyl and methamphetamine) through a national security approach involving diplomatic, military, financial, and intelligence tools.

On May 4, 2026, the following were published in the Official Gazette of the Federation (DOF): (i) the “Agreement issuing general criteria and guiding operational guidelines for the promotion of productive investment and tax compliance” and (ii) the ”Decree for the Immediate Authorization of Investments” within the framework of Plan Mexico, which entered into force the day following their publication. These instruments are intended to strengthen legal certainty, simplify procedures, and promote productive investment in the country. The main considerations of each are presented below.

We would like to inform you that on May 1, 2026, the Decree amending, adding, and repealing various provisions of the Federal Labor Law regarding the Reduction of the Workweek (the “Decree”) was published. This Decree represents one of the most significant reforms in labor culture in recent times, as it establishes that the maximum limits on the workweek will be progressively reduced the next few years years until reaching a maximum of 40 hours per week.

On April 24, 2026, an amendment to the Regulations for Health Supplies was published in the Official Gazette of the Federation, which entered into force on the day following its publication.

On April 16, 2026, a resolution issued by the Ministry of Energy (“SENER”) was published in the Official Gazette of the Federation (“DOF”), setting forth the “Guidelines for the Voluntary Migration of Independent Power Production Permits” (the “Guidelines”). 

On April 28, 2026, the Regulations of the Federal Law on the Protection of Industrial Property were published in the Official Gazette of the Federation. These regulations repeal the Regulations of the Industrial Property Law and implement various provisions introduced by current legislation, as well as by its recent amendments.
