Measures to maintain Foreign Trade procedures operating

Yesterday, the Office of Trade Facilitation and Foreign Trade published the measures to maintain Foreign Trade procedures operating remotely in order to protect the health of its workers and users in PHASE 2, through official notice No. 414.2020.826.


I. Certificates of Origin and TPLs.


The response period is still 3 business days; they can only be picked up on Tuesdays and Fridays from 9:00 to 12:00, in the offices of the representation and at the DGFCCE counter.


In the next few days, the date will be announced beginning on which the eligibility certificates (TPLS) will cease to be issued on security paper and will be issued electronically, on the business day following their request, which will be valid before customs.


II. Automatic Import Notices of steel products.


Until further notice, it will not be necessary to attach a copy of the mill certificates, just the quality certificate in the notices referred to in the tariff classifications comprehended in items 7202 and from 7305 to 7317.


III. Ratification in quota procedures.


The requests for import quotas will be accepted without the ratification of the public accountant of the representation office.


IV. Authorization Rule 8.


Industrial sector consultations (number 2 of Annex 2.2.2 of the SE Rules Resolution), depending on the merchandise in question, will be sent as text by email.

V. Inaccurate data notices (Official Mexican Standards).


The notices that indicate that commercial information labels contain inaccurate data must be sent to the DGFCCE through the DG email:

VI. Request for Drawback.


This request must be presented through the email: dgce.drawback@economia.gob.mx during business days and hours.


VII. Notary Certifications, IMMEX Program.


Beginning on Monday, March 30, 2020, petitioners must upload the requirement called Notary Certification in the VUCEM.


VIII. Certification of links.


For all procedures sent or completed by email to the designated accounts, the agreement to validly receive and send information through email accounts must be manifested in a written document signed by the legal representative.


The physical counter of the DGFCCE will be closed, except for the delivery of certificates.
