The National Customs Agency of Mexico is created as a new authority in customs and tax matters

Yesterday a decree was published in the Federal Official Gazette issued by the President of the Republic which creates the National Customs Agency of Mexico as an administrative body of the Ministry of Finance and Public Credit (SHCP) and independent from the Tax Administration Service (SAT).


Apparently for reasons of national security, this new body is intended to assume the powers that SAT currently has in customs and inspection matters. The decree indicates that the National Customs Agency of Mexico will be assigned the challenge of “substantially elevating the quality, efficiency and effectiveness of the multiple processes that the organization and directing of the customs and inspection services generate”.


The implementation of this decree, including the initiation of operations of the National Customs Agency of Mexico, is not immediate since it is necessary to amend and adjust various laws and regulations. In this respect, the SHCP has a period of 180 days to issue the draft Internal Regulations of the National Customs Agency of Mexico. However, the participation and response times by the Congress of the Union are still undetermined.
