The Federal Electricity Commission launches four international public bids for the construction of combined cycle power plants in Mexico

On April 24, 2021, the Federal Electricity Commission (“CFE”) issued the call for four international public bids for the construction of various combined cycle power plants in several States of the Mexican Republic (the “Bids”).

In this regard, these Bids have been promoted by the Federal Public Administration in order to continue strengthening CFE’s presence in the electric power generation market. In general terms, the Bids contemplate the following aspects: 1.- The main objective of the Bids is to award engineering, procurement and construction contracts (“EPC Contract”) for the following projects: Bid Number Characteristics Location CFE-0001-CASAA-0002-2021 Power plant with an annual capacity of 681,315 MW. Mexicali, Baja California. CFE-0001-CASAA-0003-2021 Two power plants with an annual capacity of 1,037.218 and 520.842 MW. Valladolid and Mérida, Yucatán. CFE-0001-CASAA-0004-2021 Power plant with an annual capacity of 1,086.398 MW. Tuxpan, Veracruz. CFE-0001-CASAA-0005-2021 Power plant with an annual capacity of 680.598 MW. San Luis Rio Colorado, Sonora. 2.- Domestic and international companies are entitled to participate in the Bids, provided that the participants demonstrate their experience in the sector and their technical and financial capacity. Such participation may be carried out individually or through a consortium. 3.- Participants must comply, among others, with the following requirements: (i) that the company’s corporate purpose includes the construction, operation and maintenance of energy infrastructure projects; (ii) that during the last five years, they have executed and fulfilled a contract related to the construction of power plants with a capacity of at least 250 MW; and (iii) their proposal must include an operation/performance warranty for a minimum of 25 years on the plant’s gas turbines. 4.- Participants must post a bid bond by means of a letter of credit in the amount of USD$10,000,000.00 (ten million dollars.)
