SENER Issues the Amendment to the Second Call for the Priority Processing of Applications for Electricity Generation Permits and Interconnection to the SEN

On May 11, 2026, the Ministry of Energy (“SENER”) published in the Federal Official Gazette (“DOF”) the “Second Call for the Priority Processing of Applications for Electricity Generation Permits and Interconnection to the National Electric System, Aligned with Binding Planning” (the “Second Call”).

Subsequently, on May 26, 2026, SENER published in the DOF the “Agreement issuing the amendment to the Second Call for the Priority Processing of Applications for Electricity Generation Permits and Interconnection to the National Electric System, Aligned with Binding Planning” (the “Amendment to the Second Call”).

The amendment updates the schedule applicable to the different stages of the procedure, including expressions of interest, requests for interconnection studies, filing of generation permit applications, responses to information requests, issuance of interconnection study results, acceptance of Interconnection Works and Reinforcement Works, technical evaluation of projects and issuance of permits by the National Energy Commission (“CNE”).

Under the updated schedule, the principal dates are as follows:

• May 13 to May 29: submission of the expression of interest and request for interconnection studies through the Single Window for Strategic Energy Sector Projects (“VUPE”).

• June 1 to June 4: review of interconnection study requests and, where applicable, response to requests for additional information issued by the National Center for Energy Control (“CENACE”).

• June 5 to June 8: determination by CENACE of the amounts payable for interconnection studies or the revalidation of previous studies.

• June 9 to June 15: evidence of payment for the interconnection studies.

• June 16 to July 15: filing of the electricity generation permit application before the CNE through the Electronic Filing Office (“OPE”).

• July 16 to July 20: review of requirements and, where applicable, issuance of requests for additional information by the CNE.

• July 21 to July 24: submission of the information and documentation required to respond to CNE requests.

• July 27: communication by CENACE of study results and the costs of Interconnection Works and Reinforcement Works.

• July 28 to August 4: express acceptance of the costs and works determined by CENACE.

• August 5 to August 11: exceptional reevaluation of study results and costs of Interconnection Works and Reinforcement Works as a result of withdrawals or other adjustments.

• August 12 to August 13: express and irrevocable confirmation of the revised costs and works determined by CENACE.

• August 14 to August 19: technical evaluation of projects in accordance with binding planning criteria.

• August 20 to August 21: review and, where applicable, approval of permits by the CNE Technical Committee.

• August 24: official publication of the results of the Second Call.

• August 25: notification through the OPE of approved permits to applicants.

The amendment does not modify the general purpose of the Second Call, but it does adjust the deadlines applicable to each stage of the procedure. Participants should therefore review the updated schedule and coordinate in a timely manner the preparation of applications, payments, technical documentation and responses to information requests.
