Today, December 19, 2024, President Claudia Sheinbaum signed a decree, pending publication in the Diario Oficial de la Federación, by which the temporary importation, under IMMEX programs, of certain manufactured goods and textiles is limited. Additionally, tariffs are increased to 35% for manufactured goods and to 15% for textiles. With this measure, 302 tariff fractions related to chapters 61, 62, and 63 of Annex II of the IMMEX Decree are eliminated to incorporate them into Annex I, which contains prohibited goods. The decree also establishes that goods classified in chapters 61, 62, and 63, as well as in subheadings 9404.40 and 9404.90, may not be temporarily imported under the IMMEX Program. However, subheadings 6117.90, 6217.90, 6302.91, 6302.93, and 6302.99, related to fabric cuts, will continue to be allowed. According to the Secretaría de Economía, these provisions aim to strengthen the regulatory framework of foreign trade, ensure its compliance, supervise operations carried out under the IMMEX Program, and prevent practices such as technical smuggling. This decree will come into force once it is published in the Diario Oficial de la Federación, under the terms established therein.
