The preliminary version of the USMCA "Uniform Regulations" is published

Yesterday, the final texts of the "Uniform Regulations" contemplated by the Agreement between Mexico, the United States, and Canada (USMCA) were published on the Mexican government's website, with respect to Chapters 4 (Rules of Origin), 5 (Origin Procedures), 6 (Textile and Apparel Goods), and 7 (Customs Administration and Trade Facilitation), the purpose of which is to clarify and supplement various provisions contained in said chapters of the agreement.

The English version of the texts that were published is not yet official. Indeed, it expressly states that the English, Spanish, and French versions are still subject to legal review and authentication by the parties. Nevertheless, this publication represents a good opportunity to anticipate, in a very approximate manner, the content and meaning of the official version. In any case, it is important to reiterate that the USMCA uniform regulations will enter into force on July 1, 2020, so the publication of the Spanish version in the Federal Official Gazette is imminent.
