December 27, 2012. The provisions of the General Population Law concerning immigration control, verification, and regulation were repealed, including the Manual of Immigration Criteria and Procedures of the National Migration Institute through which the immigration statuses of Non-Immigrant, Immigrant, and Permanent Immigrant were established. However, any foreign national holding a valid immigration document (FM-2 or FM-3) may continue using their valid document until its expiration date, at which point it must be renewed under the categories defined below.
