On October 17, 2025, the Secretaría de Energía (“SENER”) published the Call for priority attention to applications for electric generation permits and interconnection to the National Electric System. Both instruments are part of the new regulatory framework derived from the Law on Energy Planning and Transition.
New Regulations for the Electric Sector in Mexico Come into Force
On October 4, 2025, the new regulations that develop and clarify various relevant aspects for the functioning and operation of the Mexican electric sector came into force. Among them are the Regulation of the Electric Sector Law, the Regulation of the Geothermal Energy Law, and the Regulation of the Energy Planning and Transition Law.
Publication of New Regulations on Hydrocarbons
On October 3, 2025, the Decree was published in the Official Gazette of the Federation by which the following were issued: (i) the Regulation of the Hydrocarbons Sector Law (“Hydrocarbons Sector Regulation”); (ii) the Regulation of the Biofuels Law (“Biofuels Regulation”); (iii) the Regulation of the Energy Planning and Transition Law (“Planning Regulation”).

New Secondary Laws Modify the Energy Sector in Mexico
On March 18, 2025, the Mexican government published a series of New Secondary Laws that change the regulatory framework of the energy sector in the country. These New Secondary Laws introduce new changes aimed at redefining the role of the main participants in the energy industry and centralizing regulatory oversight.
