The Electronic Bidding and Opinion Request System (SISELO) of the Federal Economic Competition Commission (COFECE) begins operations

In accordance with Articles 98 and 99 of the Federal Economic Competition Law (LFCE), COFECE has powers to issue opinions or authorizations in the granting of licenses, concessions, permits, assignments, and the sale of shares of concessionaire or permit-holding companies. In this regard, it is reported that on September 11, 2023, the agreement by which COFECE declared the functionality of SISELO ready was published in the Official Gazette of the Federation (DOF). Therefore, as of September 12, 2023, all procedures for requests for opinions or resolutions in the granting of licenses, concessions, permits and similar must be carried out solely through SISELO. To process any new request for an opinion before COFECE, it will be necessary to have an account in COFECE's Electronic Procedures System, to have an Advanced Electronic Signature, and to abide by the Guidelines for the issuance of opinions or resolutions in the granting of licenses, concessions, permits and similar, by electronic means, published in the DOF on February 13, 2023. SISELO will allow users to submit documents, receive notifications, have remote access to files 24 hours a day and, in general, process the entire procedure electronically.
